Completing Your Required Qualifications

Representations and Certifications (formerly ORCA) are Federal Acquisition Regulation (FAR) requirements that anyone wishing to apply for federal contracts must complete. The provisions require entities to represent/certify to a variety of statements ranging from environmental rules compliance to entity size representation. ORCA is now consolidated within the SAM database and your Representations and Certifications are considered part of your entity record. You need only your SAM account (username and password) to log in. To register, go to: http://www.sam.gov/.

Sample Questions in ORCA

  1. Who are the person(s) within TEST COMPANY responsible for determining prices offered in bids/proposals? (FAR 52.203-2)
  2. Your SAM record indicates that TEST COMPANY does not have a Taxpayer Identification Number (TIN). Has TEST COMPANY applied for a TIN?
  3. Has TEST COMPANY held previous contracts/subcontracts subject to Federal Acquisition Regulation (FAR 52.222-26, Equal Opportunity)? (FAR 52.222-22), (FAR 52.212-3)
  4. Is TEST COMPANY 01 (DOING BUSINESS AS: TEST DBA) a small business concern that wishes to be considered for status as a labor surplus area (LSA) concern? (FAR 52.219-2)
